| An integral part of Scabbard
and Blade is an organization of volunteers who
instruct and support the
member cadets and midshipmen in high school JROTC and college SROTC
departments. The following is a complete outline of this organization
from the national level to the school level . |

| National Volunteer Effort |
|
The national volunteer organization is bolstered by volunteers
recruited for their professional expertise in the areas of
association work. As outlined in the National Constitution, these
members are appointed by the National Officers within sixty days of
a convention of the Society.
National Advisory Council
-
Chair, National Advisory Council – coordinates the activities of the
national council, reporting to the national officers.

Membership Advisor – addresses the planning and coordination of
growth of the Society through the establishment of junior and senior
Scabbard and Blade companies throughout the nation. Advises the
national officers in setting goals, policies and procedures for
membership and coordinates support for regional advisory councils in
establishing new companies and sustaining existing companies.

Programs Advisor -- addresses identification, development and
coordination of existing and new programs of work for the Society.
Advises the national officers on all aspects of programs to include
interpreting potential and results of such efforts.

Special Projects Advisor -- addresses special projects to include
celebrations, conventions, and awards. Advises the national officers
in plans for and potential of special projects.

SABER Advisor -- addresses fiscal issues and concerns of the
Society. Advises the national officers concerning resources for
Society efforts at the national, regional, state and school level,
and is their liaison with the SABER foundation.

Public Relations Advisor -- addresses information issues to include
the public image of the Society. Advises the national officers on
appropriate public relations methods and techniques.

Other members as determined by the National Officers and the Chair
of the National Advisory Council.
| Regional Volunteer
Effort |
Ten regional organizations corresponding to the Scabbard and Blade
organized regions will be established in due course to plan,
organize, and implement with the help of other organizations
regional events such as conventions, drill meets and other
competitions, and awards.
Regional Advisory Council

Chair, Region Advisory Council -- coordinates the efforts of the
Regional Council, reporting to the Chair of the National Advisory
Council

Membership Alumni Advisor -- addresses the issue of membership
expansion within the region, assisting in planning and in obtaining
resources from the National headquarters for the State Councils.

For each state in which one or more Scabbard & Blade companies (both
Senior and Junior) are active, a state-level coordinating
organization will be established with alumni and other volunteers.
These volunteers will promote and coordinate state-wide events such
as campus visits, conventions and other meetings, drill meets, and
awards.

Public Relations State Advisor
An alumnus volunteer may serve as advisor to more than one school or
company, both senior and junior to include a combination of each
since a volunteer advisor’s effectiveness can be greater when
distance is less of a factor. In fact, a volunteer advisor at this
level likely will be involved in organizing senior and junior
Scabbard and Blade companies within a geographical area of a given
state. The size of this area obviously will be influenced by the
population density. The Alumni Advisory Council officers will
monitor and assist with the activities and areas of responsibility
of school-level advisors.
Service Recognition Awards
| Associate Membership: Membership
in the Society is a basis for volunteer service at all
levels. Many deserving individuals who never had the
opportunity to join Scabbard and Blade become interested
in volunteer service. In such cases, Associate Membership
may be awarded very early into the service career of
qualified volunteers. |

Points System
As is the standard for many volunteer organizations, a point system
has been devised to serve as a guide in deciding when to present the
various awards to volunteers.
Volunteers should record and report the following activities and
points as indicated:

Attend a national convention, 20 pts.

Establish a senior or junior Scabbard and Blade Company, 50 pts.
-
Speak to a junior or senior company event, 10 pts.
-
Serve as a regional or state advisor for one year, 50 pts.
-
Serve as an alumni advisor to a junior or senior company for one
year, 50 pts.
-
Coordinate a state veterans’ recognition event, 25 pts.
-
Coordinate a state or regional convention, or drill meet, 50 pts.
-
Coordinate a campus day visit, 25 pts.
